We won’t be able to do power control on these devices because it requires two OIDs to be set – sdbDeviceOutSwUnlock and sdbDevOutSwCurrentState.

the outlet name OIDs – sdbDevOutletName – are empty in this walk so there’s not outlet names. 

Try 1.3.6.1.4.1.31034.12.1.1.2.7.2.1.1.{outlet_index} and see if the actual PDU returns names.
