Chart Widget - Actual Power vs. Capacity vs. Oversell Potential

Displays kW values per sublocation, grouped by value-type (actual power, capacity, or oversell potential.) Oversell potential is calculated using the following formula: capacity minus safety margin minus actual. The actual values are based on the latest available readings from Power IQ at the Rack PDU inlet level.

Use Case: The user needs to compare the power capacity of a given aisle/row to the total power in use. The user also needs to compare these values to the oversell potential, which is defined as the remaining available power minus the safety margin.
Dependencies:
For this widget, the safety margin represents 20% of the total capacity of a given aisle or row.
